Kazakhstan updates requirements for auction participants in renewable energy construction projects

QAZAQ GREEN. Acting Minister of Energy, through an order dated December 11, 2024, introduced amendments to the Rules for Organizing and Conducting Auction Trades for Renewable Energy (RE) Construction Projects, Zakon.kz reports.
The amendments specify that participants in auctions for constructing RE facilities with an installed capacity of up to 499 MW must provide the following documents to confirm compliance with qualification requirements:
- Copy of the Charter;
- Copy of the certificate of state registration/re-registration of the legal entity;
- Copy of the decision of the relevant body of the legal entity appointing the first executive;
- Power of attorney for the representative (if representation is not conducted by the first executive);
- Information about the legal entity’s details (banking details, address, contact numbers, email);
- Financial security for the auction application;
- Copy of technical conditions for connecting to the power grid, issued and agreed upon per the Grid Rules, or specification of the connection point as per the Schedule;
- Copy of land title documents per the Land Code or specification of the land plot in accordance with the Schedule;
- Copy of a letter of approval from the System Operator for the "Power Output Scheme" for facilities of 5 MW or more;
- Confirmation letters of participants’ acquaintance with documentation posted on the Organizer’s website for auctions requiring documentation.
For projects exceeding 499 MW, additional qualification requirements include:
- Documents confirming experience in investing, constructing, and commissioning RE facilities;
- Ownership structure up to ultimate beneficiaries, demonstrating at least 51% ownership by Kazakh citizens or legal entities without foreign participation.
Additionally, winners of the auction are required to build and commission an energy storage system with a capacity of at least 30% of the RE facility’s capacity.
The order takes effect on February 16, 2025.
