1 GW wind farm to be built in Kazakhstan’s Pavlodar region

QAZAQ GREEN. Kazakhstan’s Minister of Energy, Yerlan Akkenzhenov, held a series of strategic meetings with the leadership of several major Chinese energy companies, including State Power Investment Corporation (SPIC), China International Water & Electric Corporation (CWE), and Zhongbo Group.
At the center of discussions with Mr. Liu Mingsheng, Chairman of the Board of SPIC, was a project to construct a 1 GW wind power plant in the Pavlodar region, complemented by a 300 MW / 600 MWh energy storage system (ESS). The initiative, being implemented jointly with Samruk-Energy JSC, carries an estimated investment value of USD 1.2 billion. The project is currently at the active pre-construction phase, which includes land allocation and survey work.
Minister Akkenzhenov underscored Kazakhstan’s commitment to attracting top-tier international investors:“Kazakhstan and China are moving from strategic trust to the implementation of concrete, technologically advanced projects. Our goal is to build a fully integrated green energy ecosystem — with localised manufacturing, modern energy storage solutions, and a trained workforce. We have created transparent conditions through auctions and welcome leading global players like SPIC, CWE, and Zhongbo to become part of our success story,” he stated.
During a meeting with Mr. Wan Qizhou, Chairman of CWE, both sides acknowledged the successful completion of the Moynak and Turgun hydropower plants. Minister Akkenzhenov invited CWE, which possesses extensive expertise in hydroelectric energy, to actively participate in upcoming auctions for new hydropower and strategic pumped storage projects.
In his conversation with Ms. Yang Jingzhuo, Chairperson of Zhongbo Group, the parties discussed investment opportunities in renewable energy, including projects in the Aktobe region. The Minister reaffirmed the Ministry’s readiness to provide institutional support to international investors interested in Kazakhstan’s green energy sector.
