Record low price at auction: Atyrau combined cycle gas plant to be commissioned in 2028

QAZAQ GREEN. On August 23, 2024, starting at 12:00 p.m., an auction was held on the trading floor of JSC "KOREM" for the construction of newly commissioned generating units with a maneuverable generation mode for the Western zone of the Unified Energy System of the Republic of Kazakhstan (Atyrau region).

According to the auction schedule for the construction of these units, approved by Order No. 73 of the Minister of Energy of the Republic of Kazakhstan on February 20, 2024, the volume of services for maintaining the availability of electric power was set at 250 MW, with a maximum auction price of 16,299,800 KZT/MW*month.

Four companies were admitted to participate in the auction, and 43 price bids were submitted during the trading session. The total volume of bids amounted to 850 MW. As a result, the total volume of capacity sold reached 250 MW.

The price range of bids decreased from 16,299,800 to 10,094,000 KZT/MW*month (excluding VAT), marking a 38% reduction from the maximum auction price.

The winner of the auction was LLP "STERNA power," securing a capacity of 250 MW at a price of 10,094,000 KZT/MW*month (excluding VAT). The Atyrau combined cycle gas plant is expected to be commissioned in 2028.

Representatives from the Ministry of Energy of the Republic of Kazakhstan, ALE "KAZENERGY," ALE "Kazakhstan Electric Power Association," and the National Chamber of Entrepreneurs of the Republic of Kazakhstan participated as observers. They noted the complete transparency of the electronic trading system managed by JSC "KOREM."
