QAZAQ GREEN.  The Ministry of Energy of the Kyrgyz Republic has launched the preparation of a feasibility study for the construction of the Nizhne-Tarskaya Hydropower Plant and the reconstruction of the Bystrovskaya HPP. The projects are being implemented under the KRED program and aim to address electricity shortages while strengthening the country’s hydropower capacity.

In December 2025, the Ministry signed a consulting services contract with QingYuan Engineering Consultants Ltd. to develop the feasibility study for both projects.

As part of the ongoing work, specialists from Chakan HPP JSC and the consulting team conducted site visits in January 2026. The experts carried out detailed assessments of the proposed construction areas, examining natural conditions, engineering geology, hydrology, terrain features, and the current state of the sites. The collected data will be used to evaluate the technical and economic feasibility of the projects.

The initiatives are supported by the World Bank, which has provided the Kyrgyz Republic with a USD 43.2 million interest-free loan for a period of 50 years, including a 10-year grace period, to finance the construction of the Nizhne-Tarskaya HPP and the modernization of the Bystrovskaya HPP.
