Kyrgyzstan to review requirements for energy storage systems in renewable energy projects

QAZAQ GREEN. President of Sadyr Japarov has opposed a provision introducing additional requirements for electricity storage systems in renewable energy projects. His position was voiced at a meeting of the профильного комитета Zhogorku Kenesh by Energy Minister Taalaibek Ibraev, according to 24.kg.
The issue concerns amendments to the Law “On Renewable Energy Sources.” The proposed version sought to enshrine in legislation requirements for the localization of equipment production, mandatory inclusion of suppliers and service operators in a state registry, and the presence of service infrastructure within Kyrgyzstan.
According to Ibraev, such provisions could reduce investment activity in the renewable energy sector. He noted that strict requirements may significantly narrow the pool of potential investors and equipment suppliers.
The minister emphasized that Kyrgyzstan currently has no enterprises manufacturing equipment for electricity storage systems. In addition, there are no accredited service operators in the country to maintain such systems, and a state registry for these companies has not yet been established.
Ibraev also pointed out that the supply, storage, and maintenance of electricity storage systems do not fall under the category of natural monopolies. Introducing mandatory registration in a state registry, in his view, could create artificial restrictions in the market.
Following the discussion, the профильный комитет Jogorku Kenesh supported the objection raised by President Japarov and sent the draft law “On Amendments to the Law of the Kyrgyz Republic ‘On Renewable Energy Sources’” back for further revision.
