It is noted that within the framework of the implementation of the Concept for the transition of the Republic of Kazakhstan to a green economy for 2013-2020, labor productivity in agriculture increased by 4.83 times, the share of renewable energy sources (RES) in electricity generation was increased to 3 percent, the share of gas-fired power plants - up to 20.2 percent. The share of water users with constant access to the central drinking water supply system in cities reached 97.5 percent, in rural areas - 90.1 percent. The energy intensity of GDP was reduced by 33.1 percent from the 2008 figure.
It is mentioned that Kazakhstan has adopted a new Environmental Code, which will come into force on July 1 this year and provides for incentives for enterprises to modernize production through the use of indicators of the best available technologies (BAT) based on the experience of the countries of the European Union. Currently under consideration are the handbooks "Combustion of fuels in large installations for the production of energy", "Oil and gas processing", "Production of inorganic chemicals", "Production of cement and lime", "Energy efficiency in the implementation of economic and (or) other activity." The development of 9 reference books is planned for 2022. In total, it is planned to develop at least 30 sectoral and intersectoral reference books on BAT in the coming period. Reference books on BAT and relevant conclusions will be approved by a decree of the Government of the Republic of Kazakhstan.
The head of government instructed to update the Concept for the transition of the Republic of Kazakhstan to a green economy, taking into account the international obligations assumed by Kazakhstan under the Paris Agreement and the Agenda for Sustainable Development for the period up to 2030, as well as the national project "Zhasyl Kazakhstan" under development.
