France secures €1.1 billion in EU-approved support for net-zero technology production

QAZAQ GREEN. The European Commission has approved a €1.1 billion French state aid scheme aimed at supporting strategic investments that expand clean technology manufacturing capacity in line with the objectives of the Clean Industrial Deal.
The measure was cleared under the Clean Industrial Deal State Aid Framework (CISAF), adopted on 25 June 2025. It is the eighth cleantech manufacturing support scheme approved since the framework entered into force, bringing the total amount of authorised investment support in this field to over €10 billion.
France notified the scheme to the Commission to back additional production capacity for net-zero technologies listed in Annex II of the CISAF. These include solar and wind technologies — both offshore and onshore — heat pumps and battery technologies, as well as key components and related critical raw materials.
Support will be granted in the form of tax credits and will be available across the entire territory of France until 31 December 2028.
The Commission concluded that the scheme complies with EU state aid rules and meets the conditions set out in the CISAF. According to the assessment, the measure is necessary, appropriate and proportionate to accelerate the transition to a net-zero economy and to facilitate the development of economic activities essential to the implementation of the Clean Industrial Deal.
Under the CISAF, EU Member States may grant support measures until 31 December 2030 to accelerate the green transition. These include schemes to expand renewable energy and low-carbon fuels, temporary electricity price relief for energy-intensive industries, support for industrial decarbonisation, investment aid for clean technology manufacturing under the Net Zero Industry Act, and instruments aimed at de-risking private investments in clean energy and circular economy projects.
