Tajikistan develops standard solar power plant designs for private homes

QAZAQ GREEN.  Tajikistan’s Ministry of Energy and Water Resources, together with Systemavtomatika JSC and the Nurofar design institute, has developed three standard designs for solar power plants for residential buildings, Asia+ reports.

According to the ministry, the designs cover three installation options: a 5 kW system on a residential rooftop, a 15 kW system on a flat roof, and a 15 kW solar power plant installed on a plot of land next to a house.

The designs include technical and engineering solutions that can be used when installing solar power plants. They have been made publicly available on the ministry’s official website.

The ministry has also published procedures for maintaining an electronic register of locally generated electricity.

Do solar panels require a permit?

The Ministry of Energy and Water Resources previously stated that no special permit is required to install solar panels for self-consumption. However, all applicable safety requirements must be observed.

The ministry recommends purchasing equipment accompanied by official documentation and hiring qualified specialists to install it.

Surplus electricity can be fed into the grid

A new procedure for connecting renewable energy installations to the public electricity grid has been in effect in Tajikistan since 2026.

According to an earlier report by Asia+, the government approved Resolution No. 449 on July 1, establishing rules for connecting solar power plants to the grid, metering generated electricity, and selling it. Households and small businesses with installations of up to 15 kW are eligible for a simplified connection procedure. Applications must be reviewed within 10 working days.

If solar panels are used exclusively for self-consumption and no electricity is fed into the public grid, owners only need to notify the grid operator. Technical conditions must be obtained if surplus electricity is to be exported to the grid.

Subject to compliance with the applicable requirements, connecting installations of up to 15 kW to the grid may be free of charge. The electricity supplier is responsible for the cost of installing a bidirectional meter. This type of meter separately records electricity drawn from the public grid and electricity fed back into it by the solar installation.

The new rules provide for netting electricity consumed against electricity supplied to the grid, as well as the possibility of purchasing surplus electricity under the terms of a contract.
