Auction: 10 companies to build 200 mw hydropower plants in Kazakhstan

QAZAQ GREEN. On November 11, 2024, Kazakhstan held auctions for renewable energy projects across all zones of the Unified Electric Power System, excluding the Tentek River region, to select hydroelectric plant (HPP) projects with a total installed capacity of 200 MW, KOREM reports.
Nine companies were approved to participate, and a total of 10 price bids were submitted during the trading session. The combined declared capacity from all participants amounted to 220.9 MW. The maximum auction price, set by the Ministry of Energy of the Republic of Kazakhstan, was 41.23 KZT/kWh (excluding VAT).
During the competitive bidding process, participants submitted offers with prices ranging from 41.23 KZT/kWh to 37 KZT/kWh (excluding VAT). As per paragraph 55 of the Rules for the Organization and Conduct of Auctions, the capacity volume was increased from 200 MW to 220.9 MW to meet the additional proposed capacity.
The auction results named the following companies as winners:
- Korinskaya HPP-2 LLP – project capacity: 18.5 MW, auction price: 37 KZT/kWh (excluding VAT)
- Standard Hydropower LLP – project capacity: 18.2 MW, auction price: 37.01 KZT/kWh (excluding VAT)
- ADM Energy LLP – project capacity: 12 MW, auction price: 37.05 tenge/kWh (excluding VAT)
- Eskeldinskaya HPP LLP – project capacity: 23.2 MW, auction price: 37.3 KZT/kWh (excluding VAT)
- Kalzhyrgidro LLP – project capacity: 19 MW, auction price: 37.35 KZT/kWh (excluding VAT)
- National Energy Company “Zharyk Energo” LLP – project capacity: 10.5 MW, auction price: 37.4 KZT/kWh (excluding VAT)
- Korinskaya HPP-2 LLP – project capacity: 26 MW, auction price: 37.49 KZT/kWh (excluding VAT)
- BOROHUDZIR HPP LLP – project capacity: 10.5 MW, auction price: 37.8 KZT/kWh (excluding VAT)
- Baskan Irrigation LLP – project capacity: 30 MW, auction price: 37.99 KZT/kWh (excluding VAT)
- Consortium between “KOKSU HYDRO” LLP and “Qamqor Energy” LLP – project capacity: 53 MW, auction price: 41.21 KZT/kWh (excluding VAT)
In accordance with the auction guidelines, representatives from the Ministry of Energy of Kazakhstan, USAID, and KOREM JSC attended as observers to ensure compliance with all auction rules.
The next auction is scheduled for November 12, 2024, to select additional HPP projects with a total installed capacity of 100 MW.
