QAZAQ GREEN.  On December 24, President of the Kyrgyz Republic Sadyr Japarov attended the official launch of the country’s first large-scale solar power plant with an installed capacity of 100 MW. The facility is located in the Kemin district of the Chui region.

According to project details presented at the ceremony, the solar plant is expected to generate around 210 million kWh of electricity annually and reduce carbon dioxide emissions by approximately 120,000 tonnes per year.

In his remarks, President Japarov highlighted the strategic importance of expanding alternative energy sources to ensure reliable electricity supply for both households and the economy. He noted that industry, mining, agriculture and other key sectors depend directly on stable power generation.

The President also pointed to recent progress in the energy sector, including the full rehabilitation of four units at the Toktogul Hydropower Plant, which increased its capacity from 1,200 MW to 1,440 MW. In 2024, several small hydropower plants were commissioned in the Issyk-Kul, Chui, Batken and Jalal-Abad regions, while new hydropower projects are currently at the design stage.

Solar energy projects have been implemented on a pilot basis over the past two years. The commissioning of the Kemin solar power plant marks the transition to large-scale deployment of renewable energy projects in the country.

President Japarov stressed that the government is creating favourable conditions for investors by strengthening the regulatory framework, ensuring transparency and simplifying permitting procedures. The private sector is viewed as a strategic partner in delivering investments, modern technologies and management expertise. As a result of this cooperation, 12 agreements have been signed for the construction of solar and wind power plants with a combined capacity exceeding 5 GW.

The total investment in the Kemin solar power plant amounted to US$56 million. The annual electricity output is expected to fully cover the needs of one district without placing additional strain on the power grid, while also contributing to job creation, higher tax revenues and regional socio-economic development.

Following the ceremony, the President toured the technical facilities of the plant and met with local residents to discuss social and community issues.
