European Commission proposes 90% emissions reduction by 2040

QAZAQ GREEN. The European Commission has approved its 2025 work program, focusing on strengthening the EU’s competitiveness, security, and economic resilience. The document outlines key priorities set in the political guidelines of President Ursula von der Leyen.
The program includes several flagship initiatives aimed at fostering innovation, creating new opportunities, and driving economic growth. It also provides for a review of existing regulations to enhance their efficiency.
One of the main focuses is regulatory simplification. The first measures include reducing administrative burdens, optimizing sustainable finance rules, improving environmental reporting, and revising corporate responsibility requirements. For the industrial sector, the Industrial Decarbonization Acceleration Act will streamline permitting procedures and cut bureaucratic barriers. Small and medium-sized enterprises (SMEs) will also benefit from a new classification system that allows mid-sized businesses to grow without excessive regulatory constraints.
In the environmental sector, a key initiative is the "Clean Industrial Deal," which will lay the foundation for reducing emissions by 90% by 2040. Additionally, the Common Agricultural Policy will be revised to ease the administrative burden on farmers.
The program also includes measures to enhance the EU’s defense capabilities, coordinate investments with NATO, and develop a crisis response strategy. In foreign policy, the EU will continue supporting Ukraine, introduce a "Mediterranean Pact," advance a Black Sea strategy, and expand its strategic agenda with India.
Other initiatives include modernizing social policies, adapting the labor market to technological changes, protecting democracy, and combating disinformation. The EU also plans budget policy reforms and preparations for Union expansion to improve its efficiency in an enlarged composition.
