Kazakhstan selects small hydropower projects at renewable energy auctions

QAZAQ GREEN.  On November 10, 2025, auction trading for renewable energy sources (RES) was held across all zones of the Unified Power System of the Republic of Kazakhstan to select projects for the construction of small hydropower plants with a total installed capacity of 50 MW, according to KOREM.

Five companies were admitted to participate in the auction. During the trading session, six price bids were submitted. The total capacity declared by the participants amounted to 18.9 MW.

The starting auction price for the selection of hydropower plant projects in 2025 was set at 41.23 KZT/kWh (excluding VAT).

During the session, the price bids submitted ranged from 41.23 to 41.16 KZT/kWh (excluding VAT).

Based on the results of the auction, the following companies were determined as winners:

  • TolebiHydro Operating LLP – installed capacity of 3 MW, auction price of 41.21 KZT/kWh (excluding VAT);

  • KegenHydro LLP – installed capacity of 4.5 MW, auction price of 41.20 KZT/kWh (excluding VAT);

  • Production Cooperative SPK Yntymak – installed capacity of 4.9 MW, auction price of 41.18 KZT/kWh (excluding VAT);

  • Yntymak-Energo LLP – installed capacity of 2 MW, auction price of 41.17 KZT/kWh (excluding VAT);

  • Sun Volt LLP – installed capacity of 4.5 MW, auction price of 41.16 KZT/kWh (excluding VAT).

Representatives of the Ministry of Energy of the Republic of Kazakhstan, Eurasian Development Bank JSC, Association of legal entities “Kazakhstan Association of Oil-Gas and Energy Sector Organizations “Kazenergy”, and Association of legal entities “Qazaq Green” Renewable Energy Sources Association participated in the auction as observers.

The observers confirmed the full transparency of the electronic trading system operated by the auction organizer, KOREM JSC.

The next auction is scheduled for November 11, 2025, to select hydropower plant projects across all zones, with a total installed capacity of 200 MW.
