Armenia passes law on energy storage plants to support solar power

QAZAQ GREEN. The Armenian Parliament has passed a bill in its second and final reading, permitting the creation of energy storage power plants, reports Golos Armenii.
The amendments to the Law "On Energy" were developed in response to the sharp growth in solar power capacity in Armenia. Solar generation is inherently unstable — plants shut down during dark hours — forcing other power stations to reduce output during the day and ramp it back up in the evening and at night.
This created a need for large-scale electricity storage facilities that would accumulate surplus energy during daylight hours and sell it back to the grid in the evening and at night.
Small storage plants of up to 1 MW will be allowed to operate without a license. A license will also not be required for plants exceeding 1 MW in capacity, provided they are intended solely for the internal consumption of their owners — whether industrial enterprises or public-sector organizations.
It is worth noting that over the past 10 years, solar energy in Armenia has developed significantly. In 2025, the total output of solar power plants reached approximately 1 billion 340 million kWh (excluding volumes consumed autonomously and not fed into the grid). Solar plants' share in the country's total electricity production reached around 14%, and in certain periods exceeded 20%.
Against this backdrop, the government has even begun discussing the possibility of replacing the nuclear power plant with solar capacity.
