Special commission completes its inspection of central and local executive bodies' work in preparation for the winter heating season

QAZAQ GREEN. The on-site inspections in the regions revealed the facts of heat supply limitation, interruptions in heat supply, lack of reserve power sources and emergency stock of repair materials, high wear and tear of power equipment, untimely delivery of coal to the regions. Despite reports of the local executive bodies, several facilities were not ready for the heating season, Bort 1 Telegram-channel reports.
In this regard, the Government should take measures on all the revealed facts and consider disciplinary responsibility of employees of local executive bodies.
Also, the commission conducted a comprehensive analysis of the technical condition of 37 thermal power plants in the country and categorized them according to risk groups. The red zone with high risk includes 19 cogeneration plants, the yellow zone includes 11 cogeneration plants and the green zone includes seven cogeneration plants.
The Government and akimats should take the following measures to ensure the stable operation of the energy complex.
Operational:
- Develop plans for priority measures to remedy the situation at problematic CHP plants and heat networks;
- within the framework of the "capacity market" in 2023, ensure the attraction of additional investments of about 90 billion KZT required for the repair campaign of CHPPs;
- Ensure that the increase of the salaries of the production staff of thermal power companies to the level of average market salaries;
- carry out a technical audit of heating networks and an audit of power grid assets, including the legality of their privatisation and the advisability of transferring them to municipal ownership;
- Ensure targeted assistance to socially vulnerable segments of the population in the form of utility cost subsidies;
- Strengthen the staff of the territorial departments of the Committee for Atomic and Energy Supervision and Control to enhance control over energy enterprises.
Systemic:
- Strengthen the current energy control system by improving the risk management assessment of energy facilities, introducing the institution of actual control with site visits;
- Provide the Ministry of Energy with control functions in the area of heat supply for main and distribution heat networks;
- Introduce the institute of the independent technical audit of heat and power supply facilities to assess their objective condition;
- Increase the responsibility of energy sector entities and their top managers for violations of current legislation and misuse of funds, including by increasing administrative fines in the Code of Administrative Offences;
- Ensure at the legislative level regulation of reciprocal obligations for heat and energy supply entities;
- Ensure transparency of procedures and state control over procurement by energy companies and natural monopolies to prevent misuse of tariff funds and withdrawal of assets.
The Commission has sent materials to the fiscal and law enforcement authorities on the withdrawal of funds and their inefficient and improper use of funds for verification and procedural decisions in several energy companies.
