Auctions for construction of SPPs in Kazakhstan started

QAZAQ GREEN.  Auction bidding for the construction of solar power plants in Kazakhstan commenced on November 23, 2023. The RES auctions aimed to identify projects for establishing a solar power plant in the Western Zone of the UES (Unified Energy System) in the Republic of Kazakhstan, boasting a cumulative installed capacity of 20 MW.

The Ministry of Energy of the Republic of Kazakhstan had set the maximum auction price at 34.61 KZT per kilowatt-hour (excluding VAT) for the selection of Solar Power Plant (SPP) projects in 2023.

Four companies were granted permission to participate in the auction, and during the trading session, five price offers were tendered by the participants. The cumulative volume of applications reached 40 MW.

Throughout the trading session, the price range of bids varied between 34.61 and 34.19 KZT per kilowatt-hour (excluding VAT) from the auction participants.

The conclusive results revealed the triumphant company as LLP "Stellar Energy", securing the project with a 20 MW installed capacity at an auction price of 34.19 KZT per kilowatt-hour (exclusive of VAT). The designated location for the project is the West Kazakhstan region.

It is noteworthy that, as per this year's Auction Schedule, a single auction with a total installed capacity of 20 MW was conducted for the construction of a solar power plant in the Western zone of the UES in the Republic of Kazakhstan, slated for placement in the West Kazakhstan region.

The observers for the event included representatives from the Ministry of Energy of the Republic of Kazakhstan and USAID. 


Observers noted the full transparency of the electronic trading system of the auction organizer – JSC "KOREM".

The next auction is scheduled for November 24, 2023, for selecting projects for the construction of large Hydroelectric Power Plants (HPP) with a combined installed capacity of 200 MW. The targeted zones include the Northern and Southern regions of the UES in the Republic of Kazakhstan, along with SPP projects boasting a total installed capacity of 20 MW for the Southern zone of the UES in the Republic of Kazakhstan.
