TotalEnergies, Samruk-Energy, and KazMunayGas secure EPC and battery storage contracts for 1 GW Mirny Project

QAZAQ GREEN. TotalEnergies, alongside Samruk-Energy and KazMunayGas, its partners in the joint venture Aktas Energy, has selected the Engineering, Procurement, and Construction (EPC) and Battery Energy Storage System (BESS) suppliers for the Mirny wind project, marking a major milestone toward the construction of Kazakhstan’s largest renewable energy project.
The Conditional Letters of Award were signed on Friday during an official ceremony at the French Ministry of Foreign Affairs in Paris, with formal agreements remaining contingent upon the Project reaching Final Investment Decision and achieving financial close.
An experienced EPC consortium
The EPC scope of the Mirny Project has been awarded to an international consortium comprising:
- The Shanghai Institute of Mechanical and Electrical Engineering Co. Ltd (China)
- Shanghai Electric Group Co. Ltd (China)
- GCD Partner LLP (Kazakhstan)
Under the agreement, the consortium will be responsible for the engineering, procurement, supply, construction, and commissioning of critical infrastructure over a three-year period.
The consortium is contributing significant regional and international experience to the Mirny project, having successfully delivered renewable assets in Kazakhstan, as well as major wind farms in China.
First BESS contract for Saft in Kazakhstan
The contract for the supply, connection, and commissioning of the Battery Energy Storage System (BESS) has been awarded to Saft, a wholly owned French affiliate of TotalEnergies.
The Mirny project includes Kazakhstan’s first utility-scale energy storage facility, with total installed capacity of 300 MW (600 MWh). The advanced system is designed to protect the energy supply against the intermittency of wind power, charging from the grid and discharging energy back as requested by the system operator to ensure stability.
Saft reached a global milestone in 2025, with 10 GWh of energy storage systems deployed or under contract, powering more than 150 projects across more than thirty countries.

About 1 GW Mirny project
In November 2022, the Governments of Kazakhstan and France signed a Special Agreement on Cooperation in Combating Global Warming, marking a major milestone in their long-term partnership for clean energy and climate action and paving the way for the development of the 1 GW Mirny wind farm.
With a 25-year Power Purchase Agreement (PPA) signed in June 2023, the Mirny project stands as Kazakhstan’s first and most ambitious renewable energy initiative. It is being developed by Aktas Energy, the partnership between TotalEnergies, Samruk-Energy JSC and KazMunayGas, under an investment agreement signed with the Government of Kazakhstan in December 2023 and restated in March 2024.
With installed capacity of 1 GW and an integrated 300 MW/600 MWh Battery Energy Storage System, the project will deliver approximately 4 billion kWh of clean electricity annually—enough to power more than one million households—while preventing 3.5 million tons of CO₂ emissions each year. Construction is scheduled to begin in 2026, strengthening Kazakhstan’s energy security and supporting its commitment to get to net zero by 2060. Construction is being carried out in Zhambyl, in the southern part of Kazakhstan. Commissioning is planned for 2028.
