Kazakhstan holds its first free renewable energy auctions

QAZAQ GREEN. Kazakhstan held its first free auctions for renewable energy projects on December 29, 2025. The auction was conducted to select projects for the construction of a solar power plant in the southern zone of the country’s Unified Power System, with a total installed capacity of 600 MW.
Under the free auction mechanism, one of the key requirements for solar power projects is the installation of energy storage systems with a capacity of at least 30% of the plant’s installed capacity. The storage systems must also be able to deliver the required output for a minimum of four hours.
Two companies were admitted to the auction, submitting a total of two price bids during the trading session. The combined capacity of the submitted bids amounted to 1,200 MW.
Altyn Dala Energy Ltd. was selected as the winning bidder. The project’s installed capacity is 600 MW, with an auction price set at 34.60 KZT per kWh, excluding VAT.
Observers at the auction included representatives of the Ministry of Energy of the Republic of Kazakhstan, the Atameken National Chamber of Entrepreneurs, the Kazakhstan Electric Power Association, and the German Federal Enterprise for International Cooperation (GIZ).
The observers confirmed the transparency of the process and the proper operation of the electronic trading system, which was operated by KOREM JSC.
